Al subir un artículo a webDeposit para su convalidación me lleva un mail indicando lo siguiente:

** ISSN “1851703X” has already been assigned, issn (1851703X) is assigned to another title (H-Industria)**
También intenté por plugin OJS y me indica el mismo error.

So this error refers to a mismatch in the deposited title and the one that is on our system. So against the ISSN “1851703X” we have the title on the system as “H-Industria” but in the deposit it is “Revista De Historia De La Industria Y El Desarrollo En América Latina”.
Both titles would need to match exactly for the system to accept the deposit, you would need to change the title on the deposit if the one on our system is the one that is the correctly registered title or I can change the title on our system if you would like me to.
