I wanted to share with the community Crossref’s response to the NIH RFI about their Public Access plan. A copy of the letter and the text from the form submission is available in a Google Doc.
The main message is that Crossref grant DOIs - along with other persistent identifiers and metadata - can play an important part in meeting the goals of the NIH plan and the OSTP guidelines by connecting NIH grants (and all grants from US Federal agencies and funders globally) with the broader scholarly record and Research Nexus. We wrote a blog post at the end of last year outlining in detail has Crossref, ROR, DataCite and ORCID can play an important role in meeting the OSTP guidelines.
Some background: the US National Institutions of Health (NIH) issued a Request for Information (RFI) on February 21st, 2023 (NOT-OD-23-091, “Request for Information on the NIH Plan to Enhance Public Access to the Results of NIH-Supported Research). This was in response to the US White House Office of Science and Technology Policy (OSTP) memorandum on “Ensuring Free, Immediate, and Equitable Access to Federally Funded Research” (PDF, 281KB ) from 2022 that “establishes new guidance for improving public access to scholarly publications and data resulting from Federally supported research.”
